The 302 should pass now.. Only due to the relatively recent relaxation of the emission requirements, which is great.
When I registered my car there was no way the Windsor was going to pass unfortunately. But having said that, I have a very reliable Blown 550+ HP LS for what is comparatively very little money !!!
I took it for a run yesterday in 40+ degree heat and it was happy as.
