4 Point Harness

someone on an earlier thread pointed out that a 4 point harness is illegal in a cobra. noticed in the Repco catalogue that there is a Autotecnica Monza 4 Point Harness that is ADR approved.I rang and the bloke (Tony) said that it has the ADR numbers for proof of approval.
Is the cobra a special case for non-approval regarding a 4 point harness, or are there other ADR regs that it must meet, or is there some other reason why it is not permissable?
