Doug has it right. It just isn't worth the trouble to do it any other way than SB-100. There is no longer the mad rush to get a number January 1 and it is a simple process.

Why take the chance that the car was improperly registered in another state. Get the SB-100 and you will not wake up one morning with the DMV hassling you.
