Motor Vehicle Bond?

I was informed by the DMV today that I am eligible to register my car under SB 100 and they automatically assigned me a Sequence #!!! For 2003.
One thing that I was unaware of however is, now they require a bond.
Is anyone familiar with this? Can any one recommend a bonding co.?
