How do you get your cars inspected dmv changed my title to a 2003 what can be done about this

This explains the term "replica" and allows you to register your Cobra under this clause as a "1966 Cobra". This would apply to the emissions etc. as if your car was an old 1966 Cobra. The caveat is that you cannot drive it more than 5,000 miles per calendar year. If your car was titled improperly, you should be able to fix that. However, that also depends on if you would agree to the 5,000 mile limit per year.

§ 46.2-602.1. Titling and registration of replica vehicles

Excerpt from the page.

"§ 46.2-602.1. Titling and registration of replica vehicles.


Notwithstanding any other provision of this chapter, the model year of vehicles constructed or assembled by multiple manufacturers or assemblers shall be the model year of which the vehicle is a replica. No vehicle titled under this section shall be driven more than 5,000 miles per year as shown by the vehicle's odometer. No vehicle titled under this section shall be automatically eligible for antique motor vehicle license plates provided for in § 46.2-730.

Any vehicle registered under this section shall be subject to vehicle safety inspections as provided for in Article 21 (§ 46.2-1157 et seq.) of Chapter 10 and emissions inspections as provided for in Article 22 (§ 46.2-1176 et seq.) of Chapter 10. Such vehicles shall meet such safety and emission requirements as established for the model year of which the vehicle is a replica.
The Department shall assign each such vehicle a new vehicle identification number, line-make, and model year, if required.

How did they change the year? Was the car previously titled in another state as something else?

Xack has given you good information. Following the replica path is fairly easy for a new build. I don't know how it works if a car was previously titled.

Yes it was titled in another state when I got it stared at Frigidaire my first title said 65 AC cobra them the DMV sent me a change of registration to make a 2003

Check your Va title, it should be for a replica. My Va title first line says year built (2013) second line is the year it represents (1965). My registration says 1965 Cobra. I only have to meet the 1965 standards for a state inspection. I can only drive it 5000 miles per year.
