Get under the dash if they are functional you should see a small electrical motor near the center or over the passenger side, that's the wiper motor. Not being sarcastic... on your dash there should be either a knob or lucas type switch, on low 1 postion, on high 1 position, then off or/park. The knob will rotate the switch is flipped on, on ,down is off.
Check your fuse block for a blown fuse. All of this is assuming you are the 2nd owner of the car .
