You might have better luck buying the older plates separately. Since SPF wasn't available until the mid 90's or so, I doubt you will find one with a vintage tag, and using this site you can select the state you want.

I think he means a car with a title that lists the year as 1965. A car titled that way is MUCH easier to deal with in Germany.
