#782 doesn't have a bracket there. Looks like it could be used as a support for the vent hose - with a zip tie or metal band and screw. Or maybe a retainer for one of the battery cables.

It's too far back (towards the firewall) for any of that. It looks like a clasp that's been epoxied on there. Strange.

I replied in error from a faulty memory. My car does have that tab. I'm just now starting to assemble my car but I pulled the box out with the vent ducts and the pass side has two stainless steel bands. One secures towards the front of the wheel well and now I think the second one secures to that tab. You may be missing one. Sorry for the mistake.
