The best that I can get after tuning the Low idie screws is about 14 to 15 at 950 and about 12 1/2 When it drops down to 750

also replaced both carburetor return springs With Stronger tension.

But those conditions Persist slightly . letting off the gas in gear there is still that slight tugging and when left to idle for a couple of minutes It still drops Up to 200 RPMs.
