Decriminalize marijuana, and enact a tax system:
Up to 1/8 ounce in possession: $1000 user "permit"
1/8 ounce to one ounce in possession: $2000 distributor "permit"
one ounce to one pound in possession: $5000 wholesaler "permit"
more than one pound in possession: $10,000 grower "permit"
