I think that the real question is 'Should P.E.T.A be investigating this cruel and unethical method of cat transportation'?
I get 9620 legs, assuming the driver hasn`t got off the bus because of all the damned cats! 
7 girls, x 7 backpacks =49
backpacks x 7 big cats =343
big cats x 7 kittens =2401
cats x 4 legs =9604
cat`s legs + girl`s legs(14) =9618
cats & girls + driver = 9620.
