Next Wednesday, March 25, the Assembly Public Safety Committee will consider legislation that would require gun owners to obtain a "permit-to-purchase" before buying handgun ammunition.

Introduced by State Assembly Member Kevin De Leon (D-45), Assembly Bill 2062 puts ammunition sales in the cross hairs. AB 2062 would require that law-abiding gun owners obtain a permit to buy handgun ammunition and would impose severe restrictions on the private transfers of handgun ammunition. Applicants for a "permit-to-purchase" would be required to submit to a background check, pay a $35 fee, and wait as long as 30 days to receive the permit.

Under AB2062, it would be unlawful to privately transfer more than 50 rounds of ammunition per month, even between family and friends, unless you are registered as a "handgun ammunition vendor" in the Department of Justice's database. Ammunition retailers would have to be licensed and store ammunition in such a manner that it would be inaccessible to purchasers. The bill would also require vendors to keep a record of the transaction including the ammunition buyer's name, driver's license, the quantity, caliber and type of ammunition purchased, and right thumbprint, which would be submitted to the Department of Justice or the number of his handgun ammunition purchase permit. Vendors would be required to contact the purchase permit database, to verify the validity of a permit before completing a sale. All ammunition sales in the State of California would be subject to a $3 per transaction tax. Lastly, mail order ammunition sales would be prohibited. Any violator of AB2062 would be subject to civil fines.

The majority of the people don't go along with this or the insane car legislation. It is the money and power groups that decide what will be done here. The people can't vote on these bills as the Legislature is running out of control and just passing anything they can think of for publicity it seems. We go through a 15 day background check to get the gun, so what is duplicating that to get the dam Ammunition permit going to prove. The crooks will still get all they want. And some time ago when there was an uproar about the background check not being through on the purchase of guns, the state said they didn't have enough money to do a complete check as it would cost them around $400/$500 per check I think it was. Now this idiot wants to duplicate that to collect a $35 dollar fee for a permit to buy ammunition. Why don't they use their time to address the budget and other issues concerning the economy instead of these stupid car and gun bills. As deep in the red as this state is it won't matter long anyway as they won't even have enough money to pay themselves. I am going over to the range today to pay my yearly dues which I have let lag, and I think I am going to start stocking up on ammo now. I should be able to stock enough by the time the bill is passed to be declared a terrorist. ****, I may go to San Francisco and buy a machine gun from one of the black market gun dealers. :eek:

They will just make it a law. They do it all of the time. Look at the motorcycle helmet law. They tried passing the law every year for what, 20 years? They could not get the voters to pass it so the govener (I forget which one) just made it a law not giving a dam what the voters wanted. And now try to get it taken off. Good luck. Sorry to rant. You haven't taken over any thread. I wish more people would start voicing their opinions about what this dam state is doing before they even take away the right to vote here. I have called and sent e-mails to almost every politician in Sacramento about the stupid car and gun legislation and all I have ever gotten is, "This is what the people want." I love this state but if my health were better I would get out of it as quickly as I could. And the other states had better start worrying as what these idiots are doing is going to spread as there isn't a politician anywhere that doesn't envy the California group and all of their power over the people.

I know my city officials....very well (lol), and the state guys pretty well. I enjoy harassing them over the stupid shi'ite they do. I even get to rattle my federal cages every now and then! And I NEVER miss a vote........

I'll be ready to retire in a few years. I wonder if you can still carry a gun in Montana without someone whinning.

Incredible, I am really glad I do not live there. On other forums I hear horror stories from guys that get stopped by the CHPS for modified cars and such. How can you vote Democratic in that state???

one city government is condemning folks houses/property so wal-mart can build a mega-store cause the city needs the revenue.Governments at all levels have become a tax burden.Property tax is reassessed every year here, now.Up over 1000% in one year in one isolated instance. The ammunition permit won't ban anything but it is a duplicate of the 15 day check they do when you buy a gun. And a year or so ago I read it costs the state around $400 to do the gun check so why piss away another $400 for a $40 ammunition permit. I wish they would do something about the economy and job situation but they are to busy getting their names in the news with this crap to do anything abut the states affairs. :mad:
