That's "Cousin Eddie" (played by Randy Quaid) in the Chevy Chase movie "Christmas Vacation". Clark Griswold (played by Chevy Chase) awakes one morning to see his wife's cousin Eddie...with the aways present beer-in-hand...emptying his rag-tag motorhome's holding tank into the street storm drain in front of the Griswold's house.....located in an upscale neighborhood. You owe it to yourself to rent this movie. It's hilarious!!
