Our 5585 SEMA bill only allows limited use under collector plates. Use says car shows, club events, and occasional pleasure driving. Most of us don't mind that since our insurance is limited too and enforcement isn't oppressive. Those that want daily driving can't use 5585 at all. Our collector plates are a one time $40 fee.

So is your 5585 SEMA registration not tied to emissions? It was my understanding the SEMA templates applied primarily to getting vehicles registered to their year for emissions. Usage rules (primarily, road tax based on miles) might be there but would have been separate.

In Colorado we get both - mine was registered as a 65, I only had to do "year of manufacture" emissions. My collector plate (good for 5 years) was a separate deal and because I got a custom plate it cost me extra. My 5 year registration was something like $280. Of course when I titled it I had to pay almost 10000 in sales tax

5585 is emission related. No emission testing at all if you title under the bill. In order to get that in WA our SEMA bill requires restricted use under collector car plates. Kit cars that don't want that restriction are subject to emission tests every 2 years. Most owners fail and have to get a waiver by calling DEQ. Really irritating. Having a 1960's title makes it a lot easier to sell your car anywhere in the U.S. (except CA).
