After some very polite "splaining", I asked if she could inquire to her supervisor since my request had something to do with a recent law change and an amnesty program was involved. She returned shortly and said " Your vehicle was and is legally registered, have a nice day".

Send/call Robert Morgester (CA AG) and/or Steve McDonald (SEMA), splaining that you've been denied access to the amnesty program, then sit back and watch them jump into action...
