It apeears that you DO have a 1994 block by that casting#
F=1990-1999 (decade)
4= (year)
F4 = 1994 casting

1994 351 "HO" truck block. It should be a roller cam unit.

A little difference of opinion on decoding that casting number

I am pretty sure you have a 1994 truck block with the taller lifter galleys, which means it "may" be a roller lifter motor. If not, it should be able to accept roller lifters.

But I am NOT a Ford expert! My many years in the car business was with GM and Toyota, so I will defer to the experts!

Either way, I would use that number. It is a casting number, not a serial number, but as it has been said before, the real purpose of the DMV (NOT NY inspection done at your favorite shop) Inspection is to look for stolen parts and glaring safety issues. I do not think they have ever pulled a starter to double check your numbers, but it is always best to use the actual number, just in case.
