Steve,

You may be stuck with having to have the emissions that would have been associated with that year engine. My first potential cobra was a car with a 1994 351 in it and I was negotiating with the seller to buy just the roller, he wanted then engine for another car and he lived in Maine, so that I could find an older engine, as I did not want to have catalytic converters, etc.

Look closely at the regulations, I am pretty certain that they specify the year of the engine. I think that I have heard others say that they were able to get away with lower emissions because an inspector said that that size engine was available in years when emission equipment was less stringent. However, I would not count on that.

I have heard of people making cheap cloth sleeves that they put over the visors and then removed after the inspection process was competed. You will also need a reverse light, that can be temporarily wired in and hung from the back bumper or jack point and then removed after the inspection process.

Mark IV may have some more definitive information, as he has been involved with many of these. He is not able to respond right now, but should get back on line in a couple of days.
