As an alternative, and that is to register in Montana under an LLC. Very common process. Simply, an LLC is setup, your Cobra is registered in the LLC, Montana law is such that tax is not applied, insurance is sourced in Montana.

This is a very EASY process and saves lots of money; tax, you will have a one-time registration due the year of the Cobra and insurance is less expensive. I personally have used this service and having many friends throughout NA who have used this service.

Ask the people in Georgia that have be caught with Montana plates in GA. and a GA. driver's license about the "tax fraud" charges and other fines/penalties that have been charged with. Sure there are more new Ferrari's registered in Montana than California (so I am told) but try to transfer the title to one in New York. The other states are onto this game and they want their tax money. Remember tax is to the state like heroin to an addict; they will do ANYTHING to get it!

And if you have an accident your insurance company may deny the claim based on fraud; the car was not domiciled in the state the accident took place, i.e. the "garaging location" was an address in Montana when in fact the car had never physically been in Montana. We had a customer who looked at a Shelby in California that had Montana reg/title. He took copies of the MT. paperwork to a friend at the New York DMV who told him "run, don't walk from this because we will come after you!"

Some of the older members here will remember "Morgester" who turned out to be the California Attorney General who located many people who had fraudulently registered cars in CA with out of state titles in the pre-SB100 days. They got visits from the CHP so talking about a "tax avoidance" scheme on CC is likely not a good idea. The state people are not stupid and I know some of the NY DMV people monitor sites such as this.
