SEMA States
From doing a quick search on
SEMA Street Rod/Custom Vehicle Bill

I believe the following states have passed this bill into law:
Arkansas, Colorado, Florida, Hawaii, Illinois, Maine, Missouri, Montana, Nevada, Rhode Island, Virginia, and Washington.
Is this list complete and correct?
How does Arizona compare to the SEMA states?

Hi Tom,
Arizona titles the cars as what they replicate. On the title however they list vehicle make and after that they put the term RECON. This is their classification for reconstruted and or replica style cars. This is so that law enforcement can tell it from the real thing as they are looking at the registration. They will not put on the title SHELBY, GT40 as the serial numbers do not fit the original serial sequence.

" SEMA has produced model legislation to create titling and registration classifications for street rods and custom vehicles, including kit cars and replicas. Under the SEMA model, eligible vehicles are titled as the production year they most closely resemble, are required to meet the equipment standards for that model year and are exempt from periodic vehicle inspections and emissions inspections. "

Florida uses this now
Hi Tom,
In Florida they adopted this legisalation. Mine went in as a 1965 Kirkham but the title carries a brand of "replica".

That's only partially true for Washington state. Since 1999 street rods are allowed to get collector plates, but kit car replicas are still stuck having to title as year of manufacture. This means we are technically subject to emissions testing in some areas of the state. The WA DOE only makes kit cars attempt to meet 1969 standards. If you fail, have tuning done, and fail again you get a waiver. Because this could change in the future I have contacted SEMA affiliated WA legislators to get the full SEMA bill. One legislator is preparing a bill now. I will keep people posted as this progresses.

Tennessee has recently passed a SEMA type law also. As I understand it, it allows replicas to be titled as the model and year they replicate.
