Since there seems to be a problem with the brakes still, I'll take a stab at it. The fact that it has so little miles om it makes me lean toward some kind of corrosion in the sytem. I read all the posts and no one mentioned the possibility of stuck calipers in the front. This is a regular problem on bikes that get little usage, the aluminum caliper and steel piston are a common seizure area. You think it's hard to brake with your foot? Try braking a bike with a locked caliper,with your hand. Just a suggestion to the problem.
