It's common for bias race tires of the same size to have a different circumfrence. You can stretch the smaller tire (commonly done in short track racing circles to obtain stagger) by pumping the air pressure way up and letting it sit for a while. I'm glad to hear Goodyear is making it 'right', as I'm thinking of buying a set of billboards for my car.
