Sounds like something we used to do to the exhaust pipes on the other guys cars when I was an aprentice. We would sneak into the car park and slip a 1 foot piece of bicycle inner tube over the exhaut tip and wire it on. Doesn't do anything for venting the exhaust but it makes an loud farting noise when you drive along.
