I think there is more to it than "just HP". The missing item might be called, efficiency of HP. Some motors will just inherently spin up to a given RPM quicker than others will. If there the same HP, the one that "spins up" quicker will be a faster car, all other things being equal.
A dyno does not deliver ALL the elements of truth. This "off set" of the piston has a certain "ring of truth" to it that I find hard to dismiss as I contemplate the mysteries of "burn time" and "piston scrub". And it is equally hard to understand, lol. I love a good mystery!
