Not the most sopisticated way but about four years ago I had the same problem on that same side. I got the louver completely out, cleaned all around the mounting lip and then put a layer of E-6000 glue around it. I then worked the louver back onto the mounting lip and used a bungee cord to pull it against the inside of the car overnight. I have never had a problem since. Not the greatest wat to do something but it sure beat taking all the steering collum and everything out. Just say mine is held together by glue and a high grade chewing gum.
