Water pump bolts

During a visual inspection the other day I noticed that some of the bottom bolts on my water pump are oxidizing.

Question:

Can I take one bolt out, clean it up, and tighten it back up without disrupting the existing gasket seal?

Is there a type of bolt/metal that would prevent this from happening again?

Is there a torque spec for a water pump bolt?
