I mounted it on my lower bumper. It is just lying flat and is not spring loaded. I figure if I get stopped, I will prop it up and tell 'em the vibration must have loosened the screws. Its better to have it than not. Yet, many law enforcement officers have seen my car including at a LAPD sponsored car show and they nevre questioned it.
