I had a 10:1 , 11:1 and now a 10.75:1 351W Cobra motor with no noticeable problems down low in the street...all on pump gas. I understand the cam profile is the thing to plan when focusing on street manners. Solid roller is probably a must but the grind is key to streetaibility. As far as spinning a your motor to 7000rpm, my understanding is that the heads( not just cfm flow) , type of valve seats, valve retainers , valve springs, other internals, engine balance/blueprinting and the bottom end should be built for the task of many visits to 7000 rpm.
