Default Starter Recommendations?

I just got done with a Holley Sniper TBI installation and am having cranking issues that were not there before. The only real current draw change is a Holley electric fuel pump that appears to be a power sucking pig. So now if my radiator fans are running, I can't crank the engine over enough to start it. A booster pack placed at the battery fixes the issue immediately so I don't believe it to be the solenoid or ignition switch. I have an Optima Red Top 1000CCA battery that I was sure was the issue but it load tested fine. I have also checked the suspect SPF main chassis ground and it is also fine. I measure voltage as low as 9V while cranking throughout the car which seems low (solenoid, main 12V distribution points, etc).

I'm thinking whatever starter Roush out on the 427R c2006 is maybe not the best choice and may have aged badly but I' m not expert on SBF starters.

Any thoughts on a high torque starter that might have a lower current draw while cranking the engine?

Update:

I put in a Powermaster 9603...great starter. But the problem was the Optima battery that had load tested fine. What a POS. I popped in an Interstate MTP-34 and I could now drive it down the block using only the starter motor!
