It would be best to have the installation tool, but in the past I have used pvc piping that is about the same diameter as the seal and used that to install it. As long as you put pressure on it and install it equally around the crank, you should be good.
Chris, the pvc sounds good. I'm not sure what I'll do yet. The tool is about $130.00, and I would hopefully not need it again. But, it would be worth the price to not have to take everything apart again.
You might want to see if Auto Zone or another company rents the tool. Sometimes they require a large deposit to cover the cost of the tool, but refund all the money, when you bring it back in good order. In other words, the use is free.
