Unless you are running an auto, you will only need to change the bellhousing.
I have several Clevelands and have been running them since the mid 70s. The big port 4bbl heads are overkill for the street and kind of flatten the bottom end out. I think that your HP goals would be achievable with some of the big port heads and a stroker kit, but I'm not too sure how much fun it would be for daily driving. It would be a killer for a race engine though,road or drag. What car is it going in??
