The general rule is the longer the muffler, the more surface area to absorb sound, which will make it quieter. This can be offset with a larger inside diameter, but if you want quieter then go longer.

I'm certain the owner of Classic Chambered Exhaust will have answers to your questions. I recently had the 24" Cobra Power Packs installed by a fellow CC member, cobrakiwi. However, they aren't on my car yet. I had 20" mufflers prior.

I replaced my 24" x 2 1/2" i.s. mufflers with Classic 28" x 3" a couple of years ago.
I love the new sound. Quiet at cruising speed. Good idle rumble. Loud at 6,000 rpms.

My NAF 289 with 302/carburatet is equiped with Classic Chambered No Packed Mufflers

Body 24" od 3.5"
Body in/out 3"
Flow path 2.5"

Idling 850 RPM up to cruising speed at 2200 Rpm pleased rumble tone.
But up from dear to 6500 RPM, it sounds like it have to sound under power.
