Livnn,
I don't know SPF, but as no one else is jumping in to help you, I'll offer this. According to the Holley site, the blue pump draws 3 amps, which is not very much. If the circuit (and switch if you use one) is rated for 3 or more amps, you should be able to wire it direct without a relay.

I have the black Holley pump on my SPF with no problems. The blue will be fine.

A pressure regulator is needed with the blue pump. I'm running a holly red that does not need a regulator. Also as i remember the Holly site recommends a relay with all there pumps but not imperative.

Yes, you do need a regulator. I have the black that also needs one. Here is my set up. I originally had steel braided lines, changed all of them to hard stainless and ended up with nothing but starting problems as the fuel heated up in the hard lines so bad. Changed everything back to steel braided except the one under the car, and everything is fine now.

Livnn,

BTW, mine is set up the way Holley suggest. I haven't really seen anyone else with this setup personally. Also, they say the fuel line should come up around the front of the engine. I didn't want to do the extra work nor have more lines soaking up heat.
