How to title it a '66??

Getting very close to buying a LoneStar Classic here in SA. But based on the owners insurance card, it appears to be titled a '99 (?). However, it is generally inspected as a '66.

Is it possible to re-title this thing (in the transition) to a '66 and thus qualify for classic car tags? Or is there something different involved with that?
