Tim,

I've done all the exact same thing. Just waiting for the form 130-U to be returned from the previous owner then I'll take a few days off from work to visit the DMV. The inspector gave me an "Out Of State Identification Certificate" along with the Inspection Report. I hope that is what the "Green Sheet" is.
