I bot this stuff a couple of months ago to paint white walls on my modern radial tires on my old Jag: White Tire Paint Kit Rat Rod Hot Rod Classic Tire Paint | eBay

I have not yet used it, but I imagine that if it works well for painting/adding white walls, then it would be good for painting on Billboards.

Just a thought... I have no connection to the seller of this product.
