North Carolina cobra emissions

I live in the Greensboro/Winston Salem area and would like to know if I will have any problems with the emissions or titling. I am planning on building a Hunter Cobra 96" with a 460,535hp. I have heard talk about the DMV using the year of the engine to determine the emissions in other states.
Also if there are any cobras in this area, I would like to have a chance to look at them and get some insite on what I am getting into. I would greatly appreciate any information.
