Default Re-titling car in IL QUESTIONS

Back in '95, I built my Everett Morrison from a body and frame. To title it, I had to surrender the manufacturers' title I got with the car, and had to show what the entire car cost me (they hit me for sales tax because I brought a "car" into the state). They finally sent a Sec of State Police out to affix a SOS vin tag on the car. The downside: I have to test for emissions every year since it's considered an '87 (engine). Insuring it via title info is another joke...

I must have been the first to do this in IL.

So, the title they finally gave me has two years on it; one for the engine, the other for the year of the build. Unbelievable how they came up with that.

Anyway, I want to have it re-titled to reflect the year of the body, not the way they made me do it then. Anyone have any idea what to do next?

Need your input if you went thru the gyrations with the state, and also, if you have a contact in Springfield that can "understand" my dilemma.

Thanks for any help you can send me!

John,
My car has a '93 engine and it's titled as a 65 model year based on the body style. I never have had to get my car emission tested. The SOS will have the answers for you. I know the proceedures have changed since I titled my car. Good luck, Sten

Can you hold on for another 4 years?
Then it'll be '30 years old' and exempt from emissions testing.

Your car was titled prior to the NEW regulations: Custom Vehicles and Street Rods

SO, perhaps they would retitle it under the new setup.

Perhaps call the guy that runs that program:

I had the same thing happen to me when I titled my car in Iowa. It was titled as an '07 and a year after I titled it they passed the SEMA law which would have allowed me to title it as a '65. When I went back to the state they told me that I was not allowed to re-title, that once a car has been titled that there was nothing that could be done as a re-title would result in the VIN appearing on two different titles which they could not do. I am not sure what Illinois will do, but I will be interested to hear how it goes.

Default Emmissions

Hey John,

I have not had to run emissions on my car since it is a "91.
Come to think of it I don't do emissions on the cobra or the older 91 vette.

They do not send me the forms from the state anymore.

I haven't had to test for emissions, but I don't want to get caught up in a snafu in Colorado - they test all cars for emissions from 1967 on.

They're gonna look at this "95/87" and wonder what IL was up to. I contacted the state and their view is "that was the law in effect back in 1995, so no, we can't change it".

Maroons.
