New guy with registration questions in AZ

Hi all,

I have been building a FFR roadster #6046 for some time now and want to get it registered in Pinal county here in AZ. I took my first trip to the DMV today and got an interesting response from the person behind the desk. When I showed him my certificate of origin from Factory Five Racing, he said, "they will have to sign the back of this and notarize it". Since this has never been registered (no VIN) I was a little surprised to hear that. However, I didn't argue with the guy since that does not usually get you very far in the process. So I thought I would ask persons on the forum if they have had experience with this process in Pinal county. I still have a few tasks to complete to get to GoKart phase so there is time but I would like to know what to do. I think I will give FFR a call tomorrow, too. Any advice you can give me would be greatly appreciated.
