The clerks at my local DMV swore up and down all the numbers were long gone until I made their supervisor call Sacramento to find, lo and behold, there were lots of numbers still to be claimed.

The clerks know nothing. They all assume that after the initial rush, all the numbers are gone.

A simple call to Sacramento is all it takes to see if there are any numbers left. More people are aware of the availability this year than last year so they will probably trickle down steadily for a few weeks/months till all are gone.

Your experience was from last year, right? Just saying that we need a couple of people to provide firsthand experience that SB100 numbers are either still available or not.
