I spoke with a local "Joe's Garage Inc." today about this, he told me he has been able to get some technical bulletins from a Ford dealer for sometime now, not all, but some...he said they have been helpful sharing knowlwdge.....
His equipment allows him to do the basic diagnostic stuff, not the major stuff, that equipment he tells me is not cost effective for his shop and he can't afford the equipment to service all the makes.......
Also, I think, the average soccer mom is more inclined to go to a dealer when a "check engine"/"service light" comes on rather than a local garage, compounding the problem of affording the equipment by the local shops........
I'm all for sharing this info with the shops as the nearest Ford dealer is 35 miles from me, and my local shop charges about 60% of the dealer for labor...........

My 550i has been so troublesome on so many nagging technology issues that I am just lucky enough *NOT* to have solid rocket boosters on its.

Well, that was a non sequitur if I ever saw one---complete with misspellings, run-on sentences and incorrect contractions.
Yes, I can see that California can't do anything right. That's why California is one of the ten largest economies in the world---and the only non-nation on that short list.
Nevertheless, getting back to the point of the thread: In today's news Toyota is being questioned about withholding safety testing information in legal battles. I still think this law is more about getting into manufacturer's "black box" to decipher the data such as on the on the acceleration problems on the Toyota Prius. If they are the only ones with decoder ring, they can pretty much spin their own story. Right now, they are the only ones with a decoder ring.
Laws are created in order to enforce the minimally acceptable form of behavior in a society. If we cannot trust an automobile manufacturer to behave ethically, to decipher their own data without spin or bias, guess what? We'll have to enact a law so that they will be penalized. This is about protecting the consumer.
