If it was me, I'd go with a pocket for the steering wheel and go around the roll bar. Have them sew in a strip of Velcro to seal up around the roll bar.
Since your car already has snaps, fit it to those.
Definitely add a zipper down the moddle. That way you can leave 1/2 zipped up if you aren't carrying a passenger.
