They used to indicate that all 500 had been issued on their web site. Now, most offices just use the pat answer "all SB100 certs have been issued." If you ask them how many had been issued, my guess is that they'll just say 500.

The only person that I would depend on for straight answer would be Jody at the Santa Clara DMV.

I guess the bigger question is, if there are indeed 100 left, was it a SNAFU that they weren't issued or is due to lack of demand.

I thought you meant a discussion for the record at a CA Transportation Committee meeting. I assume, if that the subject came up in one of these committee meetings, that the proper answer would have to be published on the record and thus holding back 50-100 just to prove a point would be discovered.

As far as I know, the issue wasn't brought up for discussion at the Transportation Committee. It was just speculation about why the additional/surplus SB100s appeared out of nowhere is 2009 and possibly again in 2010.

The other theory, is that the system is so broke that they hold some SB100 numbers back in case someone's paperwork inadvertently gets stapled to another person's documents. .
