Inner fender liner Adhesive?? Please help

I bought some new 1/8" Neoprene to line the inner fender. I'm trying to find out what adhesive to use. I was going to use 3M 5200 Marine Adhesive Sealant, but I read / told that it might bleed through the paint. Then I read about 3M™ Scotch-Weld™ Nitrile High Performance Rubber And Gasket Adhesive 847. I tried that, and no good. The neoprene kept falling down. If I look at my drivers side well someone redid that whole inner fender and the adhesive that was used was hard as a rock. Kinda like epoxy. Don't know what it is. Please help ..I really want to get this done tomorrow.
