To be honest, your best bet is to go through the Special Constructed title process CLICK HERE

The process is quite simple, and when you are done, will have an emissions exempt vehicle with a proper state issued VIN and VIN tag. Hundreds of Cobra replicas have been through it without a hitch. So while you are fighting with the DMV, you might consider asking them if switching to the MV-426B and special constructed might be the way to go.

Finally, know where in PA you are located would help us guide you to people in your area with the proper contacts to make titling your car run smoother, again if you are not trying to reinvent the wheel with the special titles division in Harrisburg.
Thanks for the info. I contacted the Rep's office today, he said he'd contact the person handling my paperwork and get back to me. I also mentioned what you suggested. I told him before that I really didn't care how it was titled and registered, as long as it was, but if I could, I'd like to have it licensed as a classic car at some point later this year (because it's a one-time license).
Hopefully all this gets straitened out as I want to have it aligned, greased, etc. before car show season.
