I assume you have all ready rebooted and it's still there.
I'm not a big Web guru but I have found a couple of things that have caused similiar symptoms.
Check the "Start"\Programs\Startup to make sure something "wierd" didn't get put in there.
Check the C:\Windows\WIN.INI file at the top under "Load" or "Run" section. There should be nothing "loaded" or "run" from here UNLESS you have some "special" program you WOULD recognize the name off. Anything else is "suspect". Placing a ; (semi colon) in FRONT of the line will stop it from executing.
It could be something "loaded" from the "registry" file. This will be MUCH more difficult to find. Try the "Find" tool IN THE REGISTRY, but you have to know WHAT to "Find". A file name etc.
(like destroyadds maybe?).
In Internet Explorer try:
Tools\Internet Options "Delete Cookies" and "Delete Files". Clears the "cache".
Make sure your "home page" is the OLD one, not some new one "slipped" in while you weren't looking.
If you got an "Apple",,,,ignore everything above and change the oil on your car instead.

Ha ha,,,,I should have known that was coming! OK, it's a dangerous place,,,,,but I like it in there. Lot's of cool things to "tinker with", not for the "faint of heart".
,,,,I got the card game "Hearts" to show me all the other players cards for instance......nice!
...(hacker wannabe and dangerous "helper")

David...
a common problem when you are on cable and running XP.
You probably see a message like this:
Messenger Service
Message from source to your_computer_name.ISP_name on date time
Message Text
There are several fixes; but lengthy explanation... I'll e-mail them to you.
It will be gone when we are done!

David... sent you an e-mail with the fix.
(I figured I'd tell you here via post.... I could have rammed a pop-up ad to you with this message, but I felt that would be too wicked )
* (the fix is not a secret, it's just rather lengthy to post here. If anyone else has this problem, e-mail me and I'll forward the info to you.)

We're on a lowly dial-up modem...
connection, and we're getting them too. Funny, they started just about the same time as we hooked up our new Dell computer with, yes, Windows XP home edition. Are they designed as a way to get around spam-blocking programs, such as they are?
Technically illiterate,
TT

Heck I want the procedure too!!!
I'm still locked into a Win98 world for the time being because my propietary software won't work in an "NT" type enivronment (2000, XP, etc.).
Guess I better load up XT and 2000 on a couple of "work horse" machines and get up to speed on those systems.
Ernie
,,,hope the have a "registry" file,,,,,LOL
