I believe the original question was about "powder coating" not ceramic(?). Two different things here. If you're talking about normal color powder coating then you can use what is commonly refered to as MEK (Methyl Ethyl Ketone ?SP). It will remove the powder coating easy. If the question was all about ceramic, I don't know how one would get ceramic off without hurting the part. So never mind!
