I went to a few of those places about six months ago down here in Tucson when I was getting the Coupe licensed. They were lost as soon as they didn't find a VIN, and trying to explain the chassis number from FFR, MSO, AZ number that they assign to the car...etc. was beyond them. The third one I visited told me that third party DMV places were not yet ready to title and license kit cars, but plans were in the works for that.

On my Roadster, I did go to a third party place after passing the level one inspection at DMV with their paperwork in hand and the new AZ tag/VIN attached, but only because DMV was packed that day and I didn't want to sit inside for an hour or more. As others have said, Gordon has done this many times and can steer you in the right direction.
