Actually I thought the biggest problem with new cars was transferring them into the more restrictive emissions states like NSW(ACT) & VIC. It can be seen as a way to circumvent the approval rules, especially emissions. I'm no expert, but there seems to be a minimum age(like 12 months) before you can transfer them without being engineered for the current requirements in the destination state.

Not an expert either, but I believe to get a car registered here in NSW you need a “Blue Slip” inspection.
