If you haven't got access to a set of slip rolls I reckon cutting an re-welding 5" tube would be pretty easy. Do you have access to a plasma cutter?
I'd clamp a straight edge along it and slice a section the right width out with the plasma cutter. Next I'd turn up a couple of plugs from aluminum that are the right OD to go inside a 4.5" tube. Put one in each end and clamp the tube down onto them with some big hose clamps. Add a few extra clamps along the length of the tube to close up the gap. Tack weld at several points along the seam. Get a long length of 2" round bar or heavy pipe clamped in the vice. Slip the tube over it and use it as a dolly with a hammer to work the metal round at the seam as needed. I don't reckon it'll take much. Weld the seam along it's entire length. Job's done.
