Without searching too hard you should find a program called Smartdraw. I think it was originally for doing basic floor plan layouts in a house but the version I have now also includes electrical symbols.
It is drag and drop and snap to. Also, if you wish to relocate a component the attached wiring follows.
Might be of some use to you.
